It is common that tires can be very dirty and grimes are stucked. For this, mix more soap on water and let it sit on the tire for longer minutes to help soften the dirt and rust. Try to leave the soap for longer time on hard particles to soften. Then, repeat scrubbing or brushing and rinse as much as you need.
