Road Access in Batan, Aklan

The Department of Public Works and Highways (DPWH) has announced that a new access road in Batan, Aklan Iloilo has finally been opened and will benefit farmers in the town and the province.
According to DPWH Region 6 Director Nerie Bueno, "this is to provide quick, safe, and efficient travel to advance the town’s coconut products to the market,”
The road serves as an alternate route to Capiz via the municipality of Sapian.
The P29-million project undertaken by the DPWH-Aklan District Engineering Office is composed of concrete with a 2.41-kilometer portland concrete cement pavement (PCCP) road as well as structural concreting and improvement of the drainage system.
The said project is part of the Roads Leveraging Linkages of Industry and Trade (ROLL IT) Program: A convergence program of the DPWH and the Department of Trade and Industry (DTI).

Is the road not cemented or rough?

I do not have much information about this but maybe it is not properly cemented that is why they will be improving including the drainage system.
