The neutral axis is the point where compression and tensile forces are equal. The neutral axis shifts beyond the cross section of a purely compression member because the entire cross section is compressed. The N.A. is still not at infinity if the section is completely compressive, but it is when the section becomes fully plastic. Td=M in this case (bending moment at that cross-section).
